Ty by m\u011bly od roku 2025 nahradit st\u00e1vaj\u00edc\u00ed emisn\u00ed p\u0159edpisy pot\u00e9, co je projedn\u00e1 Evropsk\u00fd Parlament a Rada.<\/strong><span id=\"more-138386\"><\/span><\/p>\n<p>A\u010dkoliv za\u010d\u00e1tkem dubna do\u0161lo podle neofici\u00e1ln\u00edch informac\u00ed k jist\u00e9mu zm\u00edrn\u011bn\u00ed p\u016fvodn\u00edch n\u00e1vrh\u016f, po\u017eadavky z\u016fst\u00e1vaj\u00ed nad\u00e1le velmi p\u0159\u00edsn\u00e9. Jejich spln\u011bn\u00ed v tak kr\u00e1tk\u00e9m \u010dase bude proto extr\u00e9mn\u00ed ekonomickou z\u00e1t\u011b\u017e\u00ed pr\u016fmyslu v ji\u017e tak slo\u017eit\u00e9 pandemick\u00e9 dob\u011b a v kone\u010dn\u00e9m d\u016fsledku bude i p\u016fsobit proti \u00fasil\u00ed o sn\u00ed\u017een\u00ed ekologick\u00e9 z\u00e1t\u011b\u017ee z dopravy.<\/p>\n<p><b>\u00a0<\/b>Prvn\u00ed detailn\u00ed doporu\u010den\u00ed byla p\u0159edlo\u017eena ze strany konsorcia expert\u016f CLOVE v\u00a0\u0159\u00edjnu minul\u00e9ho roku na\u00a0zased\u00e1n\u00ed poradn\u00ed skupiny AGVES (Advisory Group on Vehicle Emission Standards), kter\u00e1 pom\u00e1h\u00e1 Evropsk\u00e9 komisi p\u0159i p\u0159\u00edprav\u011b nov\u00e9ho n\u00e1vrhu. \u017div\u00e1 diskuse, kter\u00e1 se v\u00a0posledn\u00edch m\u011bs\u00edc\u00edch vede, p\u0159inesla jist\u00e9 pozitivn\u00ed korekce.<\/p>\n<p>N\u00e1vrhy v\u0161ak nad\u00e1le p\u0159edpokl\u00e1daj\u00ed velmi n\u00edzk\u00e9 emisn\u00ed limity, kter\u00e9 by m\u011bly b\u00fdt z\u00e1rove\u0148 dosa\u017eeny za mnohem p\u0159\u00edsn\u011bj\u0161\u00edch podm\u00ednek m\u011b\u0159en\u00ed v\u00a0re\u00e1ln\u00e9m provozu. I p\u0159es n\u011bkter\u00e1 pozitivn\u00ed vyj\u00e1d\u0159en\u00ed partnersk\u00fdch svaz\u016f vid\u00ed Sdru\u017een\u00ed automobilov\u00e9ho pr\u016fmyslu v\u00a0n\u00e1vrz\u00edch st\u00e1le velk\u00e1 rizika.<\/p>\n<p>Apeluje proto na to, aby Evropsk\u00e1 komise rozhodovala na z\u00e1klad\u011b opravdu pe\u010dliv\u00e9ho vyhodnocen\u00ed p\u0159\u00ednos\u016f t\u00e9to nov\u00e9 legislativy pro kvalitu ovzdu\u0161\u00ed, re\u00e1ln\u00e9 situace v\u00a0odv\u011btv\u00ed s\u00a0ohledem technologick\u00e9 mo\u017enosti, proveditelnost zm\u011bn i na d\u016fle\u017eitost automobilov\u00e9ho pr\u016fmyslu pro cel\u00e9 evropsk\u00e9 hospod\u00e1\u0159stv\u00ed.<\/p>\n<p><strong>Petzl: drastick\u00e9 zp\u0159\u00edsn\u011bn\u00ed je v tak kr\u00e1tk\u00e9 dob\u011b nere\u00e1ln\u00e9<\/strong><\/p>\n<p>\u201e<i>Automobilov\u00fd pr\u016fmysl je pod obrovsk\u00fdm tlakem regulac\u00ed a technologick\u00e9ho v\u00fdvoje, z\u00e1rove\u0148 jsou firmy vlivem pandemie koronaviru v\u00fdrazn\u011b oslaben\u00e9, a\u0165 ji\u017e propadem popt\u00e1vky \u010di v\u00fdpadky v\u00a0dodavatelsk\u00e9m \u0159et\u011bzci. Sou\u010dasn\u011b platn\u00e9 limity \u0161kodlivin v r\u00e1mci Euro 6\/VI i pro spot\u0159ebu paliva, respektive emise CO<sub>2<\/sub>\u00a0p\u0159itom ji\u017e dnes v\u00fdrazn\u011b zasahuj\u00ed do modelov\u00e9 nab\u00eddky automobilek. Jakkoliv autopr\u016fmysl bere svou zodpov\u011bdnost v\u016f\u010di \u017eivotn\u00edmu prost\u0159ed\u00ed v\u00e1\u017en\u011b, p\u0159\u00edpadn\u00e9 drastick\u00e9 zp\u0159\u00eds\u0148ov\u00e1n\u00ed podm\u00ednek v tak kr\u00e1tk\u00e9 dob\u011b je pro evropsk\u00e9 p\u00e1te\u0159n\u00ed pr\u016fmyslov\u00e9 odv\u011btv\u00ed nerealistick\u00e9<\/i>,\u201c \u0159\u00edk\u00e1\u00a0<b>Zden\u011bk Petzl, v\u00fdkonn\u00fd \u0159editel Sdru\u017een\u00ed automobilov\u00e9ho pr\u016fmyslu.<\/b><\/p>\n<p>Aktu\u00e1ln\u011b platn\u00e9 normy stanovuj\u00ed limity oxidu uhelnat\u00e9ho, uhlovod\u00edk\u016f, oxid\u016f dus\u00edku a pevn\u00fdch \u010d\u00e1stic a\u00a0metodiku pro m\u011b\u0159en\u00ed t\u011bchto \u0161kodlivin. Chystan\u00e9 normy Euro 7\/VII nejen\u017ee zp\u0159\u00eds\u0148uj\u00ed sou\u010dasn\u00e9 limity a roz\u0161i\u0159uj\u00ed seznam sledovan\u00fdch \u0161kodlivin, ale do hry vstupuj\u00ed rovn\u011b\u017e p\u0159\u00edsn\u011bj\u0161\u00ed metody \u010di dokonce sjednocen\u00ed limit\u016f pro m\u011b\u0159en\u00ed v laborato\u0159\u00edch i v re\u00e1ln\u00e9m provozu.<\/p>\n<p>Prvn\u00ed n\u00e1vrhy tak\u00e9 nap\u0159. po\u010d\u00edtaly se za\u0159azen\u00edm\u00a0extr\u00e9mn\u00edch hrani\u010dn\u00edch podm\u00ednek testov\u00e1n\u00ed v\u00a0r\u00e1mci cel\u00e9 \u0161k\u00e1ly j\u00edzdn\u00edch podm\u00ednek, tedy i p\u0159i tzv. \u201estuden\u00e9m\u201c startu, j\u00edzd\u011b do kopce s\u00a0p\u0159\u00edv\u011bsem, za velmi n\u00edzk\u00fdch teplot atp. V\u0161echny tyto aspekty by pak prakticky vylu\u010dovaly spalovac\u00ed motory z\u00a0dal\u0161\u00edho mo\u017en\u00e9ho vyu\u017eit\u00ed.<\/p>\n<p>\u201e<i>Pro v\u00fdrobce to v\u0161e pochopiteln\u011b znamen\u00e1 nutnost dal\u0161\u00edho v\u00fdvoje jak samotn\u00e9ho spalovac\u00edho motoru, tedy nap\u0159. zvy\u0161ov\u00e1n\u00ed termodynamick\u00e9 \u00fa\u010dinnosti, tak jeho aftertreatmentu a dal\u0161\u00ed senzoriky na motoru \u010di v\u00fdfukov\u00e9m potrub\u00ed. Z\u00e1rove\u0148 s t\u00edm existuje pot\u0159eba v co nej\u0161ir\u0161\u00ed m\u00ed\u0159e vyu\u017e\u00edvat rekuperaci energie pro zlep\u0161en\u00ed energetick\u00e9 bilance dopravn\u00edho prost\u0159edku. V praxi to p\u0159inese dal\u0161\u00ed elektrifikaci pohon\u016f u v\u0161ech kategori\u00ed vozidel<\/i>,\u00a0<i>nelze v\u0161ak opomenout ani vyu\u017eit\u00ed \u201enov\u00fdch\u201c perspektivn\u00edch a relativn\u011b \u010dist\u00fdch paliv, nutn\u00fdch nap\u0159. pro t\u011b\u017ekou d\u00e1lkovou dopravu \u2013 roz\u0161\u00ed\u0159en\u00ed vyu\u017eit\u00ed LNG nebo jin\u00fdch, synteticky vyr\u00e1b\u011bn\u00fdch uhlovod\u00edkov\u00fdch paliv,\u201c<\/i>\u00a0vysv\u011btluje\u00a0<b>Lubo\u0161 Trnka ze spole\u010dnosti T\u00dcV S\u00dcD.<\/b><\/p>\n<p>Zcela z\u00e1sadn\u00edm probl\u00e9mem rovn\u011b\u017e z\u016fst\u00e1v\u00e1 minim\u00e1ln\u00ed doba pro implementaci takov\u00fdch opat\u0159en\u00ed, kter\u00e1 je v\u00a0p\u0159\u00edm\u00e9m rozporu s d\u00e9lkou v\u00fdvojov\u00e9ho cyklu vozidla \u2013 ten obvykle trv\u00e1 5 a\u017e 7 let. Evropsk\u00e1 komise p\u0159itom po\u010d\u00edt\u00e1 s\u00a0n\u00e1b\u011bhem regulace ji\u017e v\u00a0roce 2025.<\/p>\n<p><i>\u201eNov\u00e9 emisn\u00ed po\u017eadavky by m\u011bly b\u00fdt provediteln\u00e9 a kontrolovateln\u00e9, pokud jde o m\u011b\u0159en\u00ed a testov\u00e1n\u00ed.<\/i>\u00a0<i>Vyvinout v tak kr\u00e1tk\u00e9 dob\u011b nov\u00e1 technologick\u00e1 \u0159e\u0161en\u00ed k dosa\u017een\u00ed takto nastaven\u00fdch limitn\u00edch hodnot nen\u00ed technicky mo\u017en\u00e9 anebo by to bylo za enormn\u00ed cenu, kter\u00e1 by neodpov\u00eddala celkov\u00e9mu p\u0159\u00ednosu<\/i>,\u201c varuje\u00a0<b>Milan \u0160lachta, reprezentant skupiny Bosch v \u010cesk\u00e9 republice<\/b>. \u00a0<i>K\u00a0dosa\u017een\u00ed klimaticky neutr\u00e1ln\u00ed mobility je t\u0159eba vz\u00edt v \u00favahu tak\u00e9 ostatn\u00ed mo\u017en\u00e1 \u0159e\u0161en\u00ed. Dle v\u00fdstup\u016f studie AERIS Europe zve\u0159ejn\u011bn\u00fdch na webu Evropsk\u00e9ho sdru\u017een\u00ed v\u00fdrobc\u016f automobil\u016f ACEA by p\u0159\u00ednos nov\u00fdch norem byl jen omezen\u00fd. Velmi v\u00fdrazn\u00fdch pozitiv pro kvalitu ovzdu\u0161\u00ed, nap\u0159. v\u00a0rovin\u011b sn\u00ed\u017een\u00ed emis\u00ed oxid\u016f dus\u00edku, p\u0159inesou ji\u017e nov\u00e1 vozidla dle norem Euro 6\/VI, a\u00a0p\u0159i\u010d\u00edst se mus\u00ed tak\u00e9 vliv samostatn\u00e9 regulace emis\u00ed CO<sub>2<\/sub>.<\/p>\n<p>Podstatn\u00fdch v\u00fdsledk\u016f by tak mohlo b\u00fdt dosa\u017eeno podporou obm\u011bny vozov\u00e9ho parku bez drastick\u00fdch z\u00e1sah\u016f jdouc\u00edch proti re\u00e1ln\u00fdm mo\u017enostem jednotliv\u00fdch firem i spot\u0159ebitel\u016f.<\/p>\n<p>\u201e<i>Na silnic\u00edch se p\u0159irozen\u011b nepohybuj\u00ed pouze nov\u00e1 vozidla. Pr\u016fm\u011brn\u00e9 st\u00e1\u0159\u00ed osobn\u00edch vozidel v\u00a0EU se pohybuje okolo 11 let a v\u00a0\u010cR je to v\u00edce ne\u017e 15 let. Pakli\u017ee by EU sv\u00fdm na\u0159\u00edzen\u00edm od roku 2025 de facto zak\u00e1zala prodej nov\u00fdch automobil\u016f se spalovac\u00edmi motory, lze o\u010dek\u00e1vat, \u017ee trh se zachov\u00e1 p\u0159esn\u011b opa\u010dn\u011b, ne\u017e je k\u00fd\u017een\u00fd efekt. Nejv\u011bt\u0161\u00ed riziko existuje pro mal\u00e9 vozy ve t\u0159\u00edd\u011b A0<\/i><i>, kde re\u00e1ln\u011b hroz\u00ed ukon\u010den\u00ed jejich prodeje v\u00a0EU, co\u017e zp\u016fsob\u00ed, \u017ee se vozidla stanou nedostupn\u00e1 pro ur\u010ditou skupinu lid\u00ed. \u0158ada u\u017eivatel\u016f tak sp\u00ed\u0161e prodlou\u017e\u00ed pou\u017e\u00edv\u00e1n\u00ed sv\u00fdch st\u00e1vaj\u00edc\u00edch vozidel se spalovac\u00edm motorem, ne\u017e by vydaly vysok\u00e9 \u010d\u00e1stky za technologie, kter\u00e9 nemus\u00ed vn\u00edmat jako plnohodnotnou n\u00e1hradu. Mus\u00edme si uv\u011bdomit, \u017ee nap\u0159\u00edklad pro elektromobilitu zat\u00edm nebude v\u00a0\u0159ad\u011b zem\u00ed vybudov\u00e1na dostate\u010dn\u011b robustn\u00ed infrastruktura. Elektromobily jsou nav\u00edc zat\u00edm v\u00a0porovn\u00e1n\u00ed s\u00a0klasick\u00fdmi vozy dra\u017e\u0161\u00ed a pro v\u011bt\u0161inu lid\u00ed nedostupn\u00e9.
