Text nicm\u00e9n\u011b obsahoval nov\u00e1 omezen\u00ed t\u00fdkaj\u00edc\u00ed se brzdov\u00fdch \u010d\u00e1stic a \u010d\u00e1stic z pneumatik.<\/strong><\/p>\n<p style=\"text-align: justify;\">V prosinci 2023 EK p\u0159edb\u011b\u017en\u011b odsouhlasila revizi, podle n\u00ed\u017e budou emisn\u00ed limity v\u00fdfukov\u00fdch plyn\u016f Euro 6 zachov\u00e1ny v nezm\u011bn\u011bn\u00e9 podob\u011b pro osobn\u00ed automobily a dod\u00e1vky Euro 7, a\u010dkoli limity pro n\u00e1kladn\u00ed automobily a autobusy budou st\u00e1le ni\u017e\u0161\u00ed ne\u017e Euro VI. Evropsk\u00e1 asociace v\u00fdrobc\u016f automobil\u016f (ACEA) uvedla, \u017ee tato zm\u011bna je v\u00edtan\u00e1 vzhledem k &#8220;v\u00fdznamn\u00fdm technick\u00fdm a investi\u010dn\u00edm v\u00fdzv\u00e1m&#8221;, kter\u00e9 dekarbonizace pr\u016fmyslu p\u0159in\u00e1\u0161\u00ed. Nevl\u00e1dn\u00ed organizace Transport &#038; Environment, kter\u00e1 se zam\u011b\u0159uje na klima, ji naopak kritizovala jako akt &#8220;automobilov\u00e9ho lobbingu&#8221; a &#8220;greenwashingu&#8221;.<\/p>\n<p style=\"text-align: justify;\">Vzhledem k tomu, \u017ee o revidovan\u00e9 dohod\u011b mus\u00ed je\u0161t\u011b hlasovat Evropsk\u00fd parlament, nejsou vylou\u010deny dal\u0161\u00ed zm\u011bny. Co v\u0161ak m\u016f\u017ee posledn\u00ed aktualizace znamenat pro evropsk\u00fd \u010dasov\u00fd pl\u00e1n dekarbonizace a bude Euro 7 &#8211; jak EK d\u0159\u00edve nazna\u010dovala &#8211; kone\u010dnou emisn\u00ed normou pro vozidla, kterou EU zve\u0159ejn\u00ed?<\/p>\n<h3 style=\"text-align: justify;\">Revize<\/h3>\n<p style=\"text-align: justify;\">Podle Jana Dornoffa, vedouc\u00edho v\u00fdzkumu v Mezin\u00e1rodn\u00ed rad\u011b pro \u010distou dopravu (ICCT), nebude spln\u011bn\u00ed normy Euro 7, jak je definov\u00e1na v nejnov\u011bj\u0161\u00edm zn\u011bn\u00ed, pravd\u011bpodobn\u011b n\u00e1ro\u010dn\u00e9 ani pro v\u00fdrobce mezin\u00e1rodn\u00edch spalovac\u00edch motor\u016f (ICE), ani pro v\u00fdrobce elektrick\u00fdch vozidel (EV). N\u011bkter\u00e9 nov\u00e9 po\u017eadavky, jako je odolnost bateri\u00ed EV a zv\u00fd\u0161en\u00e9 po\u017eadavky na \u017eivotnost, do zna\u010dn\u00e9 m\u00edry odr\u00e1\u017eej\u00ed dobrovoln\u00e9 z\u00e1ruky v\u00fdrobc\u016f automobil\u016f. &#8220;Jin\u00e9 se t\u00fdkaj\u00ed p\u0159edev\u0161\u00edm dodavatel\u016f \u00farovn\u011b 1, jako jsou v\u00fdrobci brzdov\u00fdch syst\u00e9m\u016f nebo pneumatik,&#8221; \u0159\u00edk\u00e1. Co se t\u00fd\u010de prvn\u011b jmenovan\u00fdch po\u017eadavk\u016f, ICCT z odborn\u00e9 literatury vypl\u00fdv\u00e1, \u017ee ke spln\u011bn\u00ed c\u00edl\u016f posta\u010d\u00ed vylep\u0161en\u00e9 brzdov\u00e9 desti\u010dky a kotou\u010de, kter\u00e9 jsou ji\u017e na trhu.<\/p>\n<p style=\"text-align: justify;\">Krom\u011b zahrnut\u00ed brzd a pneumatik Nick Molden, zakladatel a v\u00fdkonn\u00fd \u0159editel spole\u010dnosti Emissions Analytics, poznamen\u00e1v\u00e1, \u017ee v norm\u011b Euro 7 je st\u00e1le p\u0159\u00edtomno &#8220;roz\u0161\u00ed\u0159en\u00ed definice po\u010dtu \u010d\u00e1stic&#8221;. Text z prosince 2023 navrhuje omezen\u00ed emis\u00ed pevn\u00fdch \u010d\u00e1stic o pr\u016fm\u011bru deset nanometr\u016f nebo v\u00edce &#8211; zp\u0159\u00edsn\u011bn\u00ed z 23 nm v Euro 6. &#8220;Mnoho dal\u0161\u00edch podrobnost\u00ed o amoniaku, formaldehydu atd. v\u0161ak bylo bu\u010f odstran\u011bno, nebo omezeno,&#8221; dod\u00e1v\u00e1. &#8220;Rovn\u011b\u017e zmizelo slad\u011bn\u00ed limit\u016f pro benzin a naftu, aby byla technologie Euro 7 neutr\u00e1ln\u00ed.&#8221;<\/p>\n<p style=\"text-align: justify;\">Molden se domn\u00edv\u00e1, \u017ee jedn\u00edm z d\u016fvod\u016f sn\u00ed\u017een\u00ed po\u017eadavk\u016f normy Euro 7 by mohlo b\u00fdt uzn\u00e1n\u00ed pr\u016fmyslu a regula\u010dn\u00edch org\u00e1n\u016f, \u017ee norma Euro 6 ji\u017e p\u0159in\u00e1\u0161\u00ed v\u00fdznamn\u00e9 v\u00fdsledky. &#8220;Test emis\u00ed v re\u00e1ln\u00e9m provozu byl velmi \u00fa\u010dinn\u00fd p\u0159i sni\u017eov\u00e1n\u00ed zne\u010di\u0161t\u011bn\u00ed v\u00fdfukov\u00fdch plyn\u016f. Dieselov\u00e9 automobily jsou nyn\u00ed o 75 % pod limitem 80 mg\/km, tak\u017ee by se dalo tvrdit, \u017ee norma Euro 7 nen\u00ed nijak zvl\u00e1\u0161\u0165 pot\u0159ebn\u00e1 ani cenn\u00e1.&#8221; N\u00e1sledn\u011b je vyhl\u00eddka na novou emisn\u00ed normu nad r\u00e1mec ji\u017e oslaben\u00e9 normy Euro 7 &#8211; &#8220;Euro 8&#8221; &#8211; st\u00e1le m\u00e9n\u011b pravd\u011bpodobn\u00e1.<\/p>\n<h3 style=\"text-align: justify;\">\u010casov\u00fd pr\u016fb\u011bh zm\u011bn<\/h3>\n<p style=\"text-align: justify;\">Molden uv\u00e1d\u00ed, \u017ee celkov\u00fd dopad zm\u011bn EK spo\u010d\u00edv\u00e1 ve vytvo\u0159en\u00ed m\u00e9n\u011b p\u0159\u00edsn\u00e9 nov\u00e9 emisn\u00ed normy, kter\u00e1 pravd\u011bpodobn\u011b vstoup\u00ed v platnost mnohem pozd\u011bji. A\u010dkoli to bude mrzet ty, kte\u0159\u00ed se zam\u011b\u0159uj\u00ed na dopady silni\u010dn\u00ed dopravy na \u017eivotn\u00ed prost\u0159ed\u00ed, revize byla mo\u017en\u00e1 nevyhnuteln\u00e1.<\/p>\n<p style=\"text-align: justify;\">Dornoff uv\u00e1d\u00ed, \u017ee hlavn\u00edm argumentem proti Euro 7 bylo to, \u017ee by st\u00e1lo p\u0159\u00edli\u0161 mnoho a p\u0159ineslo by jen kr\u00e1tkodob\u00e9 v\u00fdnosy. Vzhledem k soub\u011b\u017en\u011b prob\u00edhaj\u00edc\u00edm iniciativ\u00e1m elektrifikace a dekarbonizace by toti\u017e p\u016fvodn\u00ed Euro 7 vy\u017eadovalo, aby v\u00fdrobci p\u016fvodn\u00edch za\u0159\u00edzen\u00ed v\u00fdrazn\u011b investovali do nov\u00e9 technologie ICE, kter\u00e1 byla aktivn\u011b zastarovan\u00e1 elektrick\u00fdmi vozidly a term\u00ednem EU pro rok 2035, kdy m\u00e1 b\u00fdt dosa\u017eeno \u010dist\u00e9 nulov\u00e9 spot\u0159eby. \u0160\u00e9f spole\u010dnosti Stellantis Carlos Tavares v \u0159\u00edjnu 2022 pr\u00e1v\u011b z tohoto d\u016fvodu postavil Euro 7 na pran\u00fd\u0159: &#8220;Pro\u010d vyu\u017e\u00edv\u00e1me na\u0161e zdroje na technologii, kterou chceme zak\u00e1zat? To nen\u00ed zdrav\u00fd rozum.&#8221;<\/p>\n<p style=\"text-align: justify;\">EK ji\u017e d\u0159\u00edve odhadla, \u017ee zaveden\u00ed normy Euro 7 zv\u00fd\u0161\u00ed ceny osobn\u00edch a dod\u00e1vkov\u00fdch automobil\u016f o 90-150 EUR (98,57-164,28 USD) na jednotku a n\u00e1kladn\u00ed automobily a autobusy budou st\u00e1t p\u0159ibli\u017en\u011b o 2200 EUR v\u00edce. Nyn\u00ed je pravd\u011bpodobn\u00e9, \u017ee spln\u011bn\u00ed revidovan\u00e9 normy Euro 7 bude levn\u011bj\u0161\u00ed. Dornoff zd\u016fraz\u0148uje, \u017ee c\u00edlem r\u00e1mce je &#8220;sn\u00ed\u017eit administrativn\u00ed a testovac\u00ed z\u00e1t\u011b\u017e pro v\u00fdrobce&#8221;, a t\u00edm sn\u00ed\u017eit n\u00e1klady, a\u010dkoli p\u0159esn\u00e1 \u010d\u00edsla neuv\u00e1d\u00ed. Molden odhaduje, \u017ee dodate\u010dn\u00e9 p\u0159\u00edm\u00e9 n\u00e1klady u lehk\u00fdch vozidel budou n\u00edzk\u00e9, a\u010dkoli dodate\u010dn\u00e9 n\u00e1klady na certifikaci brzd a pneumatik nelze snadno odhadnout na jednotku. Za p\u0159edpokladu, \u017ee by nov\u00e1 norma vstoupila v platnost ve 2. \u010dtvrtlet\u00ed 2024, Dornoff uv\u00e1d\u00ed, \u017ee ke schv\u00e1len\u00ed typu nov\u00fdch lehk\u00fdch a t\u011b\u017ek\u00fdch vozidel by do\u0161lo o 2,5 roku pozd\u011bji &#8211; ve 4. \u010dtvrtlet\u00ed 2026 a ve 2. \u010dtvrtlet\u00ed 2028. Molden se v\u0161ak nedomn\u00edv\u00e1, \u017ee skute\u010dn\u00fd \u010dasov\u00fd harmonogram bude takto zrychlen\u00fd: &#8220;A\u017e se Euro 7 pln\u011b zakousne, bude to pravd\u011bpodobn\u011b v roce 2029 pro lehk\u00e1 vozidla a v roce 2035 pro t\u011b\u017ek\u00e1 vozidla.&#8221; To by nejen rozlo\u017eilo n\u00e1klady na Euro 7, ale mohlo by poskytnout automobilov\u00e9mu pr\u016fmyslu \u010das na prozkoum\u00e1n\u00ed jin\u00fdch strategi\u00ed dekarbonizace. V kone\u010dn\u00e9m d\u016fsledku by vyvinut\u00e1 technologie mohla ovlivnit nutnost budouc\u00edch emisn\u00edch norem nad r\u00e1mec normy Euro 7.<\/p>\n<h3 style=\"text-align: justify;\">Hybridy a e-paliva<\/h3>\n<p style=\"text-align: justify;\">Zat\u00edmco EU obecn\u011b prosazuje e-mobilitu jako metodu pro dosa\u017een\u00ed nulov\u00e9 spot\u0159eby do roku 2035, N\u011bmecko z\u00edskalo v b\u0159eznu 2023 v\u00fdjimku pro vozidla s vnit\u0159n\u00edm spalov\u00e1n\u00edm na syntetick\u00e9 palivo (e-palivo). EK v\u0161ak up\u0159esnila, \u017ee se to bude t\u00fdkat pouze paliv se 100% uhl\u00edkovou neutralitou. Nyn\u00ed, kdy\u017e m\u00e1 ICE cestu k p\u0159e\u017eit\u00ed po roce 2035, mohlo by to nakonec v\u00e9st k vytvo\u0159en\u00ed normy Euro 8?<\/p>\n<p style=\"text-align: justify;\">Molden je v sou\u010dasn\u00e9 dob\u011b znepokojen nedostate\u010dnou transparentnost\u00ed alternativn\u00edch paliv ICE, zejm\u00e9na biopaliv. Upozor\u0148uje, \u017ee v\u011bt\u0161ina dohledu je zalo\u017eena na vlastn\u00edm hl\u00e1\u0161en\u00ed dodavatel\u016f, co\u017e usnad\u0148uje fal\u0161ov\u00e1n\u00ed ekologick\u00fdch \u00fadaj\u016f. &#8220;Ekologick\u00e1&#8221; paliva na trhu maj\u00ed dnes velmi prom\u011bnliv\u00e9 chemick\u00e9 slo\u017een\u00ed, co\u017e poukazuje na probl\u00e9my s emisemi, ale potenci\u00e1ln\u011b tak\u00e9 na podvody.&#8221; V prvn\u00ed \u0159ad\u011b by bylo zapot\u0159eb\u00ed &#8220;zm\u011bnit na\u0159\u00edzen\u00ed Euro 7,&#8221; \u0159\u00edk\u00e1 Dornoff. Bylo by tak\u00e9 t\u0159eba zav\u00e9st z\u00e1kony, kter\u00e9 by vytvo\u0159ily a upravily zku\u0161ebn\u00ed postup pro vozidla na uhl\u00edkov\u011b neutr\u00e1ln\u00ed paliva.<\/p>\n<p style=\"text-align: justify;\">Dal\u0161\u00ed alternativou by mohlo b\u00fdt v\u011bt\u0161\u00ed roz\u0161\u00ed\u0159en\u00ed hybridn\u00edch vozidel v Evrop\u011b, kter\u00e9 n\u011bkte\u0159\u00ed pova\u017euj\u00ed za nezbytn\u00e9 pro dosa\u017een\u00ed c\u00edl\u016f dekarbonizace ostatn\u00edch region\u00e1ln\u00edch trh\u016f. &#8220;Hybridy se na evropsk\u00e9m masov\u00e9m trhu dost\u00e1vaj\u00ed st\u00e1le v\u00edce do pop\u0159ed\u00ed, proto\u017ee mohou sn\u00ed\u017eit emise CO2 o 30 % p\u0159i velmi n\u00edzk\u00fdch dodate\u010dn\u00fdch n\u00e1kladech,&#8221; uv\u00e1d\u00ed Molden. &#8220;Pro srovn\u00e1n\u00ed, elektromobily mohou sn\u00ed\u017eit emise CO2 o 50 %, ale za cenu obrovsk\u00fdch dodate\u010dn\u00fdch n\u00e1klad\u016f.&#8221; Tento rozd\u00edl by mohl b\u00fdt je\u0161t\u011b z\u0159eteln\u011bj\u0161\u00ed, proto\u017ee dynamika elektromobil\u016f se v d\u016fsledku vysok\u00fdch \u00farokov\u00fdch sazeb a nasycen\u00ed segmentu prvn\u00edch u\u017eivatel\u016f zpomaluje. Kombinace hybrid\u016f s regulovan\u00fdmi syntetick\u00fdmi palivy s neutr\u00e1ln\u00edmi emisemi CO2 by podle n\u011bj dokonce mohla dos\u00e1hnout stejn\u00fdch dekarboniza\u010dn\u00edch c\u00edl\u016f jako elektrifikace p\u0159i ni\u017e\u0161\u00edch celkov\u00fdch n\u00e1kladech.<\/p>\n<p style=\"text-align: justify;\">Molden ani Dornoff v\u0161ak nepova\u017euj\u00ed revizi normy Euro 7 za p\u0159\u00edznak toho, \u017ee regula\u010dn\u00ed org\u00e1ny budou podporovat alternativn\u00ed cestu k e-mobilit\u011b. Ve skute\u010dnosti oba pro Automotive World uv\u00e1d\u011bj\u00ed, \u017ee nejpravd\u011bpodobn\u011bj\u0161\u00edm motivem je soust\u0159edit v\u011bt\u0161inu zdroj\u016f pr\u016fmyslu na v\u00fdvoj elektromobil\u016f.
