To ve sv\u00e9 podstat\u011b znamen\u00e1, \u017ee v\u00a0roce 2035 bude ukon\u010den prodej nov\u00fdch osobn\u00edch a\u00a0lehk\u00fdch u\u017eitkov\u00fdch vozidel se spalovac\u00edm motorem vyu\u017e\u00edvaj\u00edc\u00ed tradi\u010dn\u00ed fosiln\u00ed paliva.<\/strong><\/p>\n<p style=\"text-align: justify;\">P\u0159esto\u017ee automotive je z\u00e1sadn\u00edm investorem do opat\u0159en\u00ed pro sni\u017eov\u00e1n\u00ed emis\u00ed CO<sub>2<\/sub>, nastaven\u00fd c\u00edl pova\u017eujeme za velmi ambici\u00f3zn\u00ed. Jeho napln\u011bn\u00ed tak, aby z\u00e1rove\u0148 nedo\u0161lo k\u00a0ohro\u017een\u00ed konkurenceschopnosti odv\u011btv\u00ed a\u00a0ztr\u00e1t\u00e1m pracovn\u00edch m\u00edst, bezpodm\u00edne\u010dn\u011b z\u00e1vis\u00ed na napln\u011bn\u00ed \u0159ady podm\u00ednek, a\u0165 ji\u017e jde o\u00a0dostate\u010dn\u00fd rozvoj dob\u00edjec\u00ed a\u00a0pln\u00edc\u00ed infrastruktury, dostatek surovin \u010di skute\u010dnou uplatnitelnost technologick\u00e9 neutrality pohon\u016f, kterou n\u00e1vrh nerozv\u00e1d\u00ed dostate\u010dn\u00fdm zp\u016fsobem. Dle aktu\u00e1ln\u00edho stavu si tak ob\u010dan\u00e9 EU, v\u010detn\u011b t\u011bch \u010desk\u00fdch, budou od poloviny p\u0159\u00ed\u0161t\u00ed dek\u00e1dy moci koupit nov\u00e1 vozidla pouze s\u00a0bateriov\u00fdm, \u010di vod\u00edkov\u00fdm pohonem. Nad\u00e1le v\u0161ak budou m\u00edt mo\u017enost pou\u017e\u00edvat star\u0161\u00ed vozidla se spalovac\u00edmi motory i\u00a0si takov\u00e1 auta na trhu s\u00a0ojetinami d\u00e1le kupovat.<\/p>\n<\/div>\n<p style=\"text-align: justify;\"><em>\u201e\u010cesk\u00fd automobilov\u00fd pr\u016fmysl se na p\u0159echod na \u010distou mobilitu intenzivn\u011b p\u0159ipravuje. Dokazuje to nakonec skute\u010dnost, \u017ee ji\u017e dnes se zhruba 10\u00a0% osobn\u00edch vozidel vyr\u00e1b\u00ed v\u00a0bateriov\u00e9m \u010di plug-in hybridn\u00edm proveden\u00ed. Souvisej\u00edc\u00ed investice firem dosahuj\u00ed vy\u0161\u0161\u00edch des\u00edtek a\u017e stovek miliard korun. Aby v\u0161ak p\u0159echod na \u010distou mobilitu neznamenal pro \u010cR ztr\u00e1tu HDP \u010di pracovn\u00edch m\u00edst, pot\u0159ebujeme spole\u010dn\u011b s\u00a0vl\u00e1dou pracovat na \u0159ad\u011b strategick\u00fdch t\u00e9mat implementace t\u00e9to tranzice, od podpory zm\u011bny v\u00fdrobn\u00edch program\u016f firem, a\u017e po programy p\u0159e\u0161kolen\u00ed tis\u00edc\u016f zam\u011bstnanc\u016f.\u201c\u00a0<\/em><strong>\u0159\u00edk\u00e1 prezident Sdru\u017een\u00ed automobilov\u00e9ho pr\u016fmyslu Martin Jahn.<\/strong><\/p>\n<h4 style=\"text-align: justify;\"><strong>Pot\u0159eba zrychlen\u00ed v\u00fdstavby dob\u00edjec\u00ed a\u00a0pln\u00edc\u00ed infrastruktury\u00a0<\/strong><\/h4>\n<p style=\"text-align: justify;\">Aby v\u00fd\u0161e uveden\u00e1 z\u00e1sadn\u00ed zm\u011bna mobility fungovala, tzn. pro ob\u010dany vytvo\u0159ila akceptovatelnou a\u00a0dostupnou variantu n\u00edzkoemisn\u00ed dopravy, pot\u0159ebujeme z\u00e1sadn\u011b zrychlit v\u00fdstavbu dob\u00edjec\u00ed a\u00a0pln\u00edc\u00ed infrastruktury \u2013 nejen ultrarychl\u00e9ho dob\u00edjen\u00ed na hlavn\u00edch evropsk\u00fdch silnic\u00edch (v\u00a0r\u00e1mci na\u0159\u00edzen\u00ed o\u00a0infrastruktu\u0159e pro alternativn\u00ed paliva tzv. AFIR), ale i\u00a0pomal\u00e9ho dob\u00edjen\u00ed, nap\u0159. v\u00a0gar\u00e1\u017e\u00edch (v\u00a0r\u00e1mci sm\u011brnice o\u00a0energetick\u00e9 n\u00e1ro\u010dnosti budov tzv. EPBD), na s\u00eddli\u0161t\u00edch m\u011bst a\u00a0obc\u00ed. Pokud se pod\u00edv\u00e1me na predikce v\u00fdvoje registrac\u00ed n\u00edzkoemisn\u00edch vozidel a\u00a0porovn\u00e1me je s\u00a0realitou a\u00a0pl\u00e1ny rozvoje dob\u00edjec\u00ed a\u00a0pln\u00edc\u00ed infrastruktury dle v\u00fd\u0161e uveden\u00fdch n\u00e1vrh\u016f je z\u0159ejm\u00e9, \u017ee dosavadn\u00ed rozvoj infrastruktury je nedostate\u010dn\u00fd a\u00a0pokud se tempo v\u00fdrazn\u011b nezrychl\u00ed, bude pr\u00e1v\u011b infrastruktura z\u00e1sadn\u00ed p\u0159ek\u00e1\u017ekou proto, aby n\u00edzkoemisn\u00ed mobilita byla ob\u010dany i\u00a0firmami pozitivn\u011b akceptov\u00e1na. Apelujeme proto, aby se k\u00a0v\u00fd\u0161e uveden\u00fdm n\u00e1vrh\u016fm p\u0159istupovalo jako k\u00a0jednomu celku, proto\u017ee jedno bez druh\u00e9ho nebude funk\u010dn\u00ed.<\/p>\n<h4 style=\"text-align: justify;\"><strong>Nutn\u00e1 \u0161ir\u0161\u00ed perspektiva s\u00a0ohledem na EURO 7\/VII<\/strong><\/h4>\n<p style=\"text-align: justify;\">Sdru\u017een\u00ed automobilov\u00e9ho pr\u016fmyslu z\u00e1rove\u0148 upozor\u0148uje, \u017ee zp\u0159\u00edsn\u011bn\u00ed v\u00a0oblasti emis\u00ed CO<sub>2<\/sub>\u00a0je t\u0159eba vid\u011bt z\u00a0\u0161ir\u0161\u00ed perspektivy, zejm\u00e9na se ohledem na chystan\u00e9 nov\u00e9 emisn\u00ed normy EURO 7\/VII. Evropsk\u00e1 komise m\u00e1 fin\u00e1ln\u00ed podobu t\u011bchto norem zve\u0159ejnit v\u00a0prvn\u00ed polovin\u011b listopadu. Pokud by tato norma pro\u0161la v\u00a0podob\u011b n\u011bkter\u00fdch ji\u017e zve\u0159ejn\u011bn\u00fdch n\u00e1vrh\u016f, znamenalo by to p\u0159itom ohro\u017een\u00ed v\u00fdroby cel\u00e9 \u0159ady zejm\u00e9na levn\u011bj\u0161\u00edch model\u016f vozidel se spalovac\u00edmi motory je\u0161t\u011b p\u0159ed rokem 2035. T\u00edm by do\u0161lo k\u00a0v\u00fdrazn\u00e9mu omezen\u00ed nab\u00eddky pro z\u00e1kazn\u00edky a\u00a0mo\u017enost\u00ed produkce na stran\u011b v\u00fdrobc\u016f. V\u00fdsledkem by bylo zpomalen\u00ed obnovy evropsk\u00e9ho vozov\u00e9ho parku s\u00a0d\u016fsledkem zvy\u0161ov\u00e1n\u00ed jeho st\u00e1\u0159\u00ed a\u00a0zhor\u0161en\u00ed \u017eivotn\u00edho prost\u0159ed\u00ed i\u00a0bezpe\u010dnosti na silnic\u00edch.<\/p>\n<p style=\"text-align: justify;\">V tomto kontextu je zapot\u0159eb\u00ed zd\u016fraznit, \u017ee p\u0159\u00edsn\u00e1 norma EURO 7\/VII m\u016f\u017ee m\u00edt je\u0161t\u011b v\u00e1\u017en\u011bj\u0161\u00ed dopad v\u00a0segmentu t\u011b\u017ek\u00fdch n\u00e1kladn\u00edch voz\u016f a\u00a0autobus\u016f pro d\u00e1lkovou dopravu. Zde panuje velk\u00e1 obava o\u00a0to, jak se p\u0159\u00edpadn\u00e1 podoba normy Euro 7\/VII prom\u00edtne do c\u00edl\u016f CO<sub>2<\/sub>, kter\u00e9 budou Komis\u00ed p\u0159edlo\u017eeny v\u00a0lednu 2023. P\u0159ibl\u00ed\u017een\u00ed konce registrac\u00ed t\u011bchto voz\u016f p\u0159ed diskutovan\u00fd rok 2040, by bylo devastuj\u00edc\u00ed nejen pro tuto \u010d\u00e1st automobilov\u00e9ho pr\u016fmyslu, ale v\u00fdrazn\u011b negativn\u011b by se prom\u00edtlo i\u00a0do logistick\u00fdch \u0159et\u011bzc\u016f, kter\u00e9 tuto dopravu nezbytn\u011b vyu\u017e\u00edvaj\u00ed, a\u00a0to p\u0159edev\u0161\u00edm proto, \u017ee dob\u00edjec\u00ed infrastruktura pro t\u011b\u017ek\u00e9 n\u00e1kladn\u00ed automobily zat\u00edm prakticky neexistuje a\u00a0ani dostupn\u00e9 technologie pohon\u016f zat\u00edm nenab\u00edzej\u00ed \u0159e\u0161en\u00ed v\u0161ech pot\u0159eb dopravc\u016f.<\/p>\n<h4 style=\"text-align: justify;\"><strong>ZLEV a\u00a0syntetick\u00e1 paliva<\/strong><\/h4>\n<p style=\"text-align: justify;\">V r\u00e1mci trialog\u016f jsme zejm\u00e9na sledovali, zda bude zachov\u00e1n tzv. mechanismus ZLEV. Ten by v\u00fdrobc\u016fm umo\u017enil, aby si v\u00a0obdob\u00ed od roku 2025 do roku 2030 m\u00edrn\u011b sn\u00ed\u017eili sv\u00e9 specifick\u00e9 emisn\u00ed c\u00edle za p\u0159edpokladu, \u017ee v\u00a0dan\u00e9m roce vyrob\u00ed ur\u010den\u00e9 mno\u017estv\u00ed bezemisn\u00edch voz\u016f. Oce\u0148ujeme \u010desk\u00e9 p\u0159edsednictv\u00ed, \u017ee v\u00a0tomto p\u0159\u00edpad\u011b dojednalo kompromis, by\u0165 po\u017eadavky na pod\u00edl dob\u00edjiteln\u00fdch vozidel jsou nemal\u00e9. Podobn\u011b pozitivn\u011b vn\u00edm\u00e1me i\u00a0zachov\u00e1n\u00ed mo\u017enosti v\u00fdroby spalovac\u00edch motor\u016f i\u00a0po roce 2035 za podm\u00ednky, \u017ee budou moci spalovat syntetick\u00e1, nikoliv fosiln\u00ed paliva, by\u0165 bude zapot\u0159eb\u00ed je\u0161t\u011b dodate\u010dn\u00e9ho legislativn\u00edho up\u0159esn\u011bn\u00ed v\u00a0dohledn\u00e9 dob\u011b tak, aby se v\u00fdrobci stihli na takovou mo\u017enost realisticky p\u0159ipravit. Jsme p\u0159esv\u011bd\u010deni, \u017ee to m\u00e1 v\u00fdznam minim\u00e1ln\u011b s\u00a0ohledem na pokra\u010dov\u00e1n\u00ed v\u00fdzkumu v\u00a0oblasti spalovac\u00edch motor\u016f v\u00a0EU a\u00a0v\u00fdvoje t\u011bchto paliv.<\/p>\n<h4 style=\"text-align: justify;\"><strong>Jasn\u00e1 deklarace c\u00edl\u016f Pa\u0159\u00ed\u017esk\u00e9 klimatick\u00e9 dohody<\/strong><\/h4>\n<p style=\"text-align: justify;\">Evropsk\u00fd automobilov\u00fd pr\u016fmysl jasn\u011b deklaroval, \u017ee je p\u0159ipraven\u00fd p\u0159isp\u011bt k\u00a0napln\u011bn\u00ed spole\u010dn\u00fdch c\u00edl\u016f Pa\u0159\u00ed\u017esk\u00e9 klimatick\u00e9 dohody b\u00fdt v\u00a0roce 2050 uhl\u00edkov\u011b neutr\u00e1ln\u00edm kontinentem. Do rozvoje \u010dist\u00e9 mobility investuj\u00ed dom\u00e1c\u00ed v\u00fdrobci vozidel i\u00a0dodavatel\u00e9 stovky miliard eur. P\u0159echod na \u010distou mobilitu ale siln\u011b z\u00e1vis\u00ed na \u0159ad\u011b faktor\u016f, kter\u00e9 nejsou jen v\u00a0rukou autopr\u016fmyslu. Sv\u016fj d\u00edl \u00fasil\u00ed si proto budou muset odpracovat i\u00a0z\u00e1stupci st\u00e1tu, distributo\u0159i energi\u00ed \u010di develope\u0159i.<\/p>\n<p style=\"text-align: justify;\">Z\u00e1v\u011brem je t\u0159eba zm\u00ednit, \u017ee navrhovan\u00e1 podoba je kompromis, kter\u00fd d\u00e1v\u00e1 automobilov\u00e9mu pr\u016fmyslu a\u00a0\u010dlensk\u00fdm st\u00e1t\u016fm dostatek \u010dasu na postupn\u00e9 pln\u011bn\u00ed zp\u0159\u00eds\u0148uj\u00edc\u00edch se krit\u00e9ri\u00ed do roku 2035.
