Dlouhodob\u00fd nedostatek pracovn\u00edk\u016f je ale jednou z p\u0159ek\u00e1\u017eek, kter\u00e9 br\u00e1n\u00ed firm\u00e1m ve v\u011bt\u0161\u00edm rozletu. A\u010dkoli se populace migraci obecn\u011b sp\u00ed\u0161e br\u00e1n\u00ed, ta \u0159\u00edzen\u00e1, pracovn\u00ed je ekonomickou nutnost\u00ed. Vl\u00e1da proto nab\u00edz\u00ed programy, kter\u00e9 spojuj\u00ed prvky c\u00edlen\u00e9, v\u00fdb\u011brov\u00e9 a \u0159\u00edzen\u00e9 ekonomick\u00e9 migrace. Krom\u011b vy\u0161\u0161\u00edch kv\u00f3t ale firmy pot\u0159ebuj\u00ed tak\u00e9 rychlej\u0161\u00ed v\u00edzov\u00fd syst\u00e9m a promy\u0161lenou adaptaci nov\u00fdch zam\u011bstnanc\u016f.<\/strong><\/div>\n<p><span data-letter=\"\u010c\" data-reader-unique-id=\"2\">\u010c<\/span>esk\u00e1 ekonomika proch\u00e1z\u00ed hlubokou struktur\u00e1ln\u00ed prom\u011bnou. Digitalizace, automatizace a\u00a0um\u011bl\u00e1 inteligence ji\u017e p\u0159in\u00e1\u0161ej\u00ed vy\u0161\u0161\u00ed efektivitu, st\u00e1le ale z\u016fst\u00e1v\u00e1 kl\u00ed\u010dov\u00fdm faktorem lidsk\u00e1 pr\u00e1ce. Podle pr\u016fzkumu spole\u010dnosti ManpowerGroup pl\u00e1nuje 30\u00a0procent zam\u011bstnavatel\u016f v\u00a0posledn\u00edm \u010dtvrtlet\u00ed tohoto roku nab\u00edrat nov\u00e9 zam\u011bstnance a\u00a0pouze 16 procent m\u00e1 v\u00a0\u00famyslu propou\u0161t\u011bt. Reaguj\u00ed tak na\u00a0zlep\u0161uj\u00edc\u00ed se ekonomick\u00e9 podm\u00ednky a\u00a0o\u017eivov\u00e1n\u00ed \u010desk\u00e9 ekonomiky. Jako nejoptimisti\u010dt\u011bj\u0161\u00ed se z\u00e1jem o\u00a0nov\u00e9 pracovn\u00edky jev\u00ed v\u00a0odv\u011btv\u00ed energetiky a\u00a0ve\u0159ejn\u00fdch slu\u017eeb, zdravotn\u00ed a\u00a0soci\u00e1ln\u00ed p\u00e9\u010de nebo u\u00a0finan\u010dn\u00edch slu\u017eeb. Naopak nejslab\u0161\u00ed o\u010dek\u00e1v\u00e1n\u00ed jsou v\u00a0tomto sm\u011bru v\u00a0pr\u016fmyslu, logistice a\u00a0ve\u0159ejn\u00e9m a\u00a0neziskov\u00e9m sektoru.<\/p>\n<h3 style=\"text-align: justify;\" data-reader-unique-id=\"8\">Trh pr\u00e1ce v\u00a0krizi: Migrace jako kl\u00ed\u010dov\u00fd n\u00e1stroj<\/h3>\n<p style=\"text-align: justify;\" data-reader-unique-id=\"9\">Z\u00e1sadn\u00ed ot\u00e1zkou jsou ale kapacity lidsk\u00e9 pr\u00e1ce, kter\u00e9 je na\u00a0trhu m\u00e1lo. Firmy tak \u010del\u00ed trval\u00e9mu nedostatku pracovn\u00ed s\u00edly nap\u0159\u00ed\u010d obory\u00a0\u2013 od\u00a0v\u00fdroby a\u00a0logistiky p\u0159es zdravotnictv\u00ed a\u00a0IT a\u017e po\u00a0stavebnictv\u00ed. Podle \u00fadaj\u016f \u010cesk\u00e9ho statistick\u00e9ho \u00fa\u0159adu (\u010cS\u00da) a\u00a0Eurostatu\u00a0v\u00a0roce 2025 dosahuje m\u00edra nezam\u011bstnanosti v\u00a0\u010cesku p\u0159ibli\u017en\u011b 2,7 procenta, p\u0159i\u010dem\u017e v\u00a0regionech s\u00a0vysokou koncentrac\u00ed pr\u016fmyslu, jako je Plze\u0148sko, Liberecko nebo st\u0159edn\u00ed Morava, se dr\u017e\u00ed pod hranic\u00ed dvou procent. Podle \u00fadaj\u016f spole\u010dnosti Randstad se po\u010det registrovan\u00fdch uchaze\u010d\u016f o\u00a0zam\u011bstn\u00e1n\u00ed Ministerstva pr\u00e1ce a\u00a0soci\u00e1ln\u00edch v\u011bc\u00ed \u010cR,\u00a0respektive\u00a0\u00da\u0159adu pr\u00e1ce \u010cR v\u00a0pom\u011bru k\u00a0dosa\u017eiteln\u00fdm osob\u00e1m ve\u00a0v\u011bku 15\u201364 let k\u00a0obyvatelstvu stejn\u00e9ho v\u011bku pohyboval kolem 4,5 procenta. \u201eFirmy se dnes u\u010d\u00ed pracovat s\u00a0velkou m\u00edrou nejistoty. Od\u00a0geopolitick\u00fdch nap\u011bt\u00ed p\u0159es obchodn\u00ed bari\u00e9ry a\u017e po\u00a0technologick\u00e9 zm\u011bny. V\u00a0t\u00e9to dob\u011b vid\u00edme jasn\u00fd trend: zam\u011bstnavatel\u00e9 jsou zdr\u017eenliv\u00ed v\u00a0b\u011b\u017en\u00e9m n\u00e1boru, ale z\u00e1rove\u0148 c\u00edlen\u011b investuj\u00ed do\u00a0kvalifikovan\u00fdch pozic, kter\u00e9 jim umo\u017en\u00ed zvl\u00e1dat transformaci a\u00a0pos\u00edlit konkurenceschopnost,\u201c dopl\u0148uje zm\u00edn\u011bn\u00e9 \u00fadaje Jaroslava Rezlerov\u00e1, gener\u00e1ln\u00ed \u0159editelka ManpowerGroup \u010cesk\u00e1 republika.<\/p>\n<p style=\"text-align: justify;\" data-reader-unique-id=\"23\">A\u00a0ani budoucnost nen\u00ed v\u00a0tomto ohledu p\u0159\u00edli\u0161 r\u016f\u017eov\u00e1. Demografick\u00fd v\u00fdvoj hovo\u0159\u00ed jasn\u011b: \u010desk\u00e1 populace st\u00e1rne a\u00a0produktivn\u00ed v\u011bk opou\u0161t\u00ed v\u00edce lid\u00ed, ne\u017e kolik jich p\u0159ich\u00e1z\u00ed. Ka\u017ed\u00fd rok odch\u00e1z\u00ed do\u00a0d\u016fchodu o\u00a030\u2009000 lid\u00ed v\u00edce, ne\u017e kolik jich na\u00a0pracovn\u00ed trh p\u0159ich\u00e1z\u00ed. Zam\u011bstnavatel\u016fm chyb\u00ed stovky tis\u00edc lid\u00ed nap\u0159\u00ed\u010d obory a\u00a0progn\u00f3zy ukazuj\u00ed, \u017ee bez zahrani\u010dn\u00ed pracovn\u00ed s\u00edly hroz\u00ed do\u00a0roku 2030 v\u00fdpadek v\u00edce ne\u017e 400\u2009000 pracovn\u00edk\u016f. Tento pokles by zpomalil hospod\u00e1\u0159sk\u00fd r\u016fst, omezil v\u00fdkonnost firem a\u00a0zhor\u0161il ve\u0159ejn\u00e9 finance.<\/p>\n<p style=\"text-align: justify;\" data-reader-unique-id=\"24\">Jedn\u00edm z\u00a0m\u00e1la n\u00e1stroj\u016f, jak tomuto negativn\u00edmu trendu \u010delit, je \u0159\u00edzen\u00e1 pracovn\u00ed migrace. Odborn\u00edci z\u00a0Aspen Institute CE a\u00a0BCG odhaduj\u00ed, \u017ee pokud m\u00e1 \u010cesko udr\u017eet ekonomickou dynamiku a\u00a0zajistit dostatek lid\u00ed v\u00a0kl\u00ed\u010dov\u00fdch oborech, mus\u00ed pod\u00edl zahrani\u010dn\u00edch pracovn\u00edk\u016f vzr\u016fst ze\u00a0sou\u010dasn\u00fdch cca 15 procent na\u00a0v\u00edce ne\u017e 25 do\u00a0roku 2035. U\u017e dnes p\u0159itom tito zam\u011bstnanci tvo\u0159\u00ed v\u00fdznamnou \u010d\u00e1st pracovn\u00edho trhu. Podle \u010cS\u00da bylo v\u00a0roce 2024 v\u00a0\u010cesku zam\u011bstn\u00e1no p\u0159es 850\u2009000 cizinc\u016f. A\u010dkoli si 69 procent \u010cech\u016f podle pr\u016fzkumu STEM mysl\u00ed, \u017ee jich v\u00a0\u010cesku pracuje p\u0159\u00edli\u0161 mnoho, a\u00a0necel\u00e1 polovina dosp\u011bl\u00e9 populace zast\u00e1v\u00e1 n\u00e1zor, \u017ee zam\u011bstn\u00e1v\u00e1n\u00ed cizinc\u016f p\u0159ipravuje \u201ena\u0161e lidi\u201c o\u00a0pr\u00e1ci, z\u00e1rove\u0148 v\u011bt\u0161ina lid\u00ed, 54\u00a0procent, uzn\u00e1v\u00e1, \u017ee pracovn\u00ed migranti p\u0159edstavuj\u00ed v\u00a0n\u011bkter\u00fdch profes\u00edch jedin\u00e9 \u0159e\u0161en\u00ed nedostatku pracovn\u00edch sil. Velk\u00fd pod\u00edl cizinc\u016f v\u00a0\u0159ad\u00e1ch sv\u00fdch zam\u011bstnanc\u016f potvrzuj\u00ed i\u00a0samotn\u00e9 firmy. \u201eZ\u00a0celkov\u00e9ho po\u010dtu na\u0161ich zam\u011bstnanc\u016f je zhruba polovina ze\u00a0zahrani\u010d\u00ed. Ve\u00a0spole\u010dnostech SAP v\u00a0\u010cesku\u00a0p\u016fsob\u00ed v\u00edce ne\u017e 100 r\u016fzn\u00fdch n\u00e1rodnost\u00ed, na\u00a0co\u017e jsme velmi hrd\u00ed,\u201c uv\u00e1d\u00ed Petra \u0160t\u016flov\u00e1, Senior Recruiter v\u00a0SAP pro region st\u0159edn\u00ed a\u00a0v\u00fdchodn\u00ed Evropy. Mezi zam\u011bstnanci IKEA je 13 procent cizinc\u016f 40 n\u00e1rodnost\u00ed\u00a0a\u00a0tak\u00e9 Siemens zam\u011bstn\u00e1v\u00e1 p\u0159ibli\u017en\u011b 13 procent zahrani\u010dn\u00edch pracovn\u00edk\u016f.<\/p>\n<p style=\"text-align: justify;\" data-reader-unique-id=\"25\">Z\u00e1rove\u0148 podle pr\u016fzkumu spole\u010dnosti Grafton a\u017e dv\u011b t\u0159etiny zam\u011bstnavatel\u016f potvrzuj\u00ed, \u017ee pl\u00e1nuj\u00ed p\u0159ij\u00edmat dal\u0161\u00ed pracovn\u00edky ze\u00a0zahrani\u010d\u00ed. Na\u00a0akutn\u00ed nedostatek pracovn\u00edch sil a\u00a0s\u00edl\u00edc\u00ed pot\u0159ebu firem p\u016fsob\u00edc\u00edch v\u00a0\u010cesku reaguje i\u00a0\u010desk\u00e1 vl\u00e1da.<\/p>\n<h3 style=\"text-align: justify;\" data-reader-unique-id=\"26\">Zvedaj\u00ed se kv\u00f3ty, hled\u00e1 se kvalifikace i\u00a0jazykov\u00e1 bl\u00edzkost<\/h3>\n<p style=\"text-align: justify;\" data-reader-unique-id=\"27\">\u010cesk\u00e1 vl\u00e1da v\u00a0posledn\u00edch letech spustila s\u00e9rii program\u016f c\u00edlen\u00fdch na\u00a0p\u0159il\u00e1k\u00e1n\u00ed pracovn\u00edk\u016f ze\u00a0zahrani\u010d\u00ed. V\u00a0roce 2024 bylo podle ministerstva pr\u016fmyslu a\u00a0obchodu vyd\u00e1no celkem 68\u2009500 zam\u011bstnaneck\u00fdch karet, 15\u2009000 modr\u00fdch karet a\u00a021\u2009000 kr\u00e1tkodob\u00fdch pracovn\u00edch v\u00edz.<\/p>\n<p style=\"text-align: justify;\" data-reader-unique-id=\"28\">V\u00a0\u010dervenci 2025 vstoupily v\u00a0platnost nov\u00e9 kv\u00f3ty pro zam\u011bstnaneck\u00e9 karty. Roz\u0161i\u0159uj\u00ed se mo\u017enosti p\u0159\u00edchodu pracovn\u00edk\u016f z\u00a0Asie: nap\u0159\u00edklad z\u00a0\u010c\u00edny je nov\u011b mo\u017en\u00e9 obsadit 650 m\u00edst pro kvalifikovan\u00e9 profese, Indie z\u00edskala 24 m\u00edst pro IT specialisty a\u00a0digit\u00e1ln\u00ed nom\u00e1dy, Bangkok pos\u00edlil o\u00a0160 m\u00edst a\u00a0dal\u0161\u00ed asijsk\u00e9 destinace z\u00edskaly celkem 120 nov\u00fdch kv\u00f3t ro\u010dn\u011b. Otev\u00edr\u00e1 se tak\u00e9 prostor pro IT specialisty, techniky, l\u00e9ka\u0159e a\u00a0v\u011bdeck\u00e9 pr\u00e1vn\u00edky.<\/p>\n<p style=\"text-align: justify;\" data-reader-unique-id=\"29\">Naopak doch\u00e1z\u00ed k\u00a0omezen\u00ed po\u010dtu m\u00edst pro nekvalifikovan\u00e9 pracovn\u00edky z\u00a0africk\u00fdch st\u00e1t\u016f, ale z\u016fst\u00e1v\u00e1 420 m\u00edst pro africk\u00e9 experty, l\u00e9ka\u0159e a\u00a0v\u011bdce. Vl\u00e1da t\u00edm reflektuje snahu o\u00a0\u0159\u00edzenou migraci zam\u011b\u0159enou na\u00a0kvalifikovan\u00e9 profily. \u201eN\u00e1bor ze\u00a0zahrani\u010d\u00ed nen\u00ed jednor\u00e1zovou reakc\u00ed, ale st\u00e1le \u010dast\u011bj\u0161\u00ed sou\u010d\u00e1st\u00ed strategick\u00e9ho HR pl\u00e1nov\u00e1n\u00ed.
